RULES OF ENGAGEMENT WORKSHOP
13 - 17 September 2010
The International Institute of Humanitarian Law is pleased to announce that it will host a third Rules of Engagement (ROE) Workshop, with a revised format, over the period 13 – 17 September 2010. The Workshop will be conducted in two phases and will be held at the Institute’s San Remo, Italy Headquarters, which is located at the Villa Ormond.
Phase I of the Workshop will take place from 13 - 15 September 2010, and will follow the Institute’s annual Roundtable, this year scheduled for 9 - 11 September. Phase II will occur from 16 - 17 September. Phase I of the Workshop is designed as an introductory course. It will include briefings on various national and multinational ROE systems, the recently published Sanremo ROE Handbook, lessons learnt from recent operations, the relationship between IHL/LOAC and ROE, rules for use of force by private security companies, ROE training, and investigation of ROE incidents. Additionally, it will include an ROE exercise during which participants will use the ROE Handbook to draft and brief ROE for a variety of missions using a hypothetical scenario. The exercise scenario will be distributed to participants in advance of the Workshop. The Sanremo ROE Handbook is available for download from the Institute’s website. Copies of the Sanremo ROE Handbook will be distributed to participants during the Workshop.
Phase II of the Workshop is designed as an advanced session that will include briefings on lessons-learned by military officers and legal advisors who have been involved in the drafting and implementation of ROE for national and multinational operations in the land, maritime, and air environments. It will include ROE case studies, training models, investigation and claims procedures, as well as new developments, including ROE for unmanned systems and cyberspace operations. Attendees will participate in small group syndicate discussions to address current ROE and ROE-related issues.
Participants are welcome to register for either or both phases of the event.
Cost of the Workshop will be €700.00 for the full week (both Phases I and II) or €500.00 for either phase, which includes all materials as well as lunch and coffee on each day of the workshop.
