6th Cours on the Law of Internal Displacement
Sanremo, 7-12 June (On invitation only)
The Annual Course on the Law on Internal Displacement is organized by the International Institute for Humanitarian law, in collaboration with the Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons and with the support of the Brookings-Bern Project on Internal Displacement, and the support of the United Nations High Commissioner for Refugees and the Office of the High Commissioner for Human Rights. The courses is designed for government officials and NGO personnel responsible for and dealing with IDPs issues. The courses last five days and are conducted in English. This Course responds to the increasing demand for up-to-date information on and understanding of internal displacement and the applicable law. It includes lectures, case studies, simulations, and practical exercices led by experts.
The aims of the course are to:
- increase the participants' understanding of the international norms under-pinning the protection of internally displaced persons;
- encourage the sharing of experiences among the participants regarding international implementation and monitoring mechanisms;
- promote the use and implementation of the Guiding Principles of Internal Displacemet;
- and encourage governments to establish or improve existing legislation and policies on the protection of internally diplaced persons.
At the end of the course the participants should be able to:
- identify the IDPs' rights and the corresponding obligations that governments and other involved actors have;
- identify policy needs and gaps for an appropriate IDP response;
- propose national mechanisms both for implementing the protection of IDPs and for monitoring;
- and draw up a national action plan for legislation and policy implementation according to the national framework.
