Naval Operations

13th Course on LOAC for Planners and Executors of Naval Operations  (English)

28 November- 2 December 2011, Sanremo

The aim of each Course is to provide planners and executors of naval and air operations with a comprehensive theoretical and practical knowledge of the Law of Armed Conflict (LOAC), which will enable them to apply naval and air power in compliance with LOAC in times of armed conflict, whether international or non-international in nature. This Course also considers some of the legal principles and obligations involved in the application of naval and air power in operations that are not subject to LOAC.
The two courses run concurrently and culminate in a joint exercise to plan an Air/Naval Campaign where the purpose is to illustrate how to apply LOAC when deciding on the appropriate action to take in campaign planning and execution.
The Courses are primarily designed for airforce and naval officers, military lawyers, legal advisers and government officials who have an interested in this specific topic.
Both Courses design and method of instruction is such that no formal prior exposure to LOAC is required. It is, however, recommended that participants have a good working knowledge of naval systems, military aircraft, aircraft systems and the weapons and self-protection systems they carry. They must also have an understanding of the technical jargon, associated with the environment, in the working language of the Course.
Course instruction is provided by expert staff. The topics are developed through a series of introductory lectures, followed by practical exercises where participants are expected to address specific scenarios and apply relevant legal considerations in determining appropriate advice for senior commanders.
A number of case studies, dealing with particular aspects of the practical application of the principles addressed, are presented during the course.
