International Institute of Humanitarian Law

 In light of the increasing complexity of the legal regime applicable to Peace Operations, the Institute has designed a course which addresses the extent to which IHL and increasingly International Human Rights Law are applicable to these types of operations.

The aim of the course is to develop the participant’s knowledge and understanding of the applicable law in this area through consideration of the following:
Module 1   Examination of the core principles and rules of IHRL and IHL and their application and implementation in Peace Operations;
Module 2   The role the UN and other organisations have in the protection and promotion of IHL and IHRL in Peace Operations;
Module 3   The role of police and military forces regarding the protection and promotion of IHL and IHRL in Peace Operations.
Each module will involve the use of case studies designed to highlight particular challenges and test participant’s ability to apply the relevant legal regime/s.  The modules will cover the following:
• Development of IHRL and IHL,
• Comparisons of IHL and IHRL,
• Core principles,
• Applicability throughout the continuum of conflict
• Identification of Human Rights issues,
• Human Rights partners and organisations
• The UN Charter and the Responsibility to Protect
• Mandated and Implied Tasks,
• HR Violations as part of the conflict,
• Legitimate use of force,
• Conduct of troops and Command Responsibility

The course is designed for military and police officers occupying staff or operational positions and who may be called upon to serve in peace operations. Governmental officials and other persons with an interest in the subject are also welcomed to attend the course.
The course is offered in English and is held over one week.

Course fee: € 700
The Course fee covers all tuition, teaching materials, lunch and refreshments on all working days, a reception, a diploma, course photograph and Institute plaque. Transfers to/from Nice airport on the basis of a shared shuttle service are also included in the course fee. Whilst at the Institute, participants have access to free internet and wi-fi facilities.
