This year, the Sanremo Round Table will be celebrating the 40th anniversary of the 1977 Additional Protocols.
Traditionally organized in close cooperation with the ICRC, it will take place in Sanremo from 7 to 9 September 2017. The Round Table will have a special focus on the very crucial issue of the protection of civilians in times of armed conflict and internal violence.
It will discuss in depth the situations in which civilians are exposed to direct attacks and other acts of violence in both NIACS and situations below the threshold of armed conflict (e.g. terrorist attacks or attacks by organized crime) addressing the effectiveness of fundamental guarantees, particularly with regard to detention; the protection of civilians including protection at sea; the protection of women and children. The issue of gender, which has become increasingly important, will also be discussed with the aim of clarifying the concept of gender in the context of IHL and addressing specific aspects such as gender-based violence, the issues related to gender and weapons and gender and arms control.
