Prof. Jovan Patrnogic.jpgProf. Jovica Patrnogic, one of the founding members of the International Institute of Humanitarian Law, passed away on Sunday evening, 6th May 2007.  We wish to pay tribute to Prof. Patrnogic’s dedication to the work of the Institute and his long and inspiring presidency which has determined and marked the life of the Institute during so many years. 

A special edition of the Newsletter (N° 24) was published in his honour.

BIOGRAPHY Note

Jovica Patrnogic was one of the co-founders of the International Institute of Humanitarian Law (IIHL) in 1973 and he has determined and guided the work of the Institute since its very inception.  He was a Vice-President from 26 September 1970 to 14 September 1980,  President from 14 September 1980 to 7 September 1991,  Honorary President from 7 September 1991 to 1 September 1996 and then he presided again over the Institute from 2 September 1996 until today.  

For many years, Professor Patrnogic has unrelentingly contributed to the promotion of International Humanitarian Law, Refugee and Human Rights.  Through his work with the Institute he has spared no effort in fostering dialogue among governments, academics, international institutions and military officers on the principles of humanity and the respect of the fundamental precepts to be observed in situations of armed conflict and other human tragedies.  

Professor Patrnogic was also a Vice-President of the“Commission Médico-juridique de Monaco” and a Mediator of the Court of Arbitration for Sport at the Olympic Committee in Lausanne.

He earlier also held positions as Professor of International Law (University of Belgrade); Professor of International Law (Advanced Military College, Belgrade); Legal Adviser of the International Committee of the Red Cross, Geneva; President of the Commission on Statutory Matters of the International Movement of the Red Cross and the Red Crescent; Professor at the Faculty of Law in Geneva; Director at UNHCR; and was a Visiting Professor in various Universities (Berkeley, California; Seoul (Korea); The Hague Institute of Development, The Netherlands; Faculty of Law, Milan, Italy, etc.)

He authored a series of publications (books, monographs and articles) in the field of International Humanitarian Law, Human Rights and Refugee Law, including:
